Thirty acres of industrial riverfront have been converted into a grand central park in the heart of this Midwestern city.

Opened in 1994, Headwaters Park transformed this flood plain into a series of garden rooms, festival terraces, garden theatres, fountains and follies. Emblematic civic art tells a story of the diversity of the landscape of the continental divide separating the St. Lawrence River Basin and the Mississippi River Watersheds.
